about my gaming laptop

Question

i have a laptop specs are rtx 3060 6gb of 140w of tgp procesor ryxen 7 5800h but in the game valo in lobby it giv me around 1k fps but in game it goes 200-300 my gpu tgp also not goes highest and gpu also goes around 60% never goes to 100%
how do i make my laptop to give me full 100% of his perfomance in game and ouside also
and in game how do i increase my fps and perfomance
