assuming the very very best would cost over 10k and u can find em on the clear web

and to build a mini super computer would also be expensive

u would have to buy  everything high end

Get an i9 13900KS (up to 6.0Ghz) and 196 GB of corsair ram that clocks at 5600MHz
4090 for 24 GB of Video Ram and a Z790 motherboard for peak frequency. Get an NVMe SSD that has a write speed of 5k - 7.5k MBps so websites load in seconds. (probably get 8tbx4 NVMe SSD's to be able to store alot of stuff, 8x4= 32TB

Depends what you need it for. If I were to do this on the go I would get a raspberry pi 4 or I would get a Dell. I would rather get the Dell because I could use that to dual operate. Simply get different external SSD's for different operating systems for different scenarios. The O.S would be Windows, Linux ( various kinds ) , ( I doubt it but maybe ) MAC O.S. and Raspberry Pi O.S. .

Stationary I would build my own powerhouse.

A super computer like those in the NASA or CIA would be impossible since they have components that are generally not available for the normal public or affordable by them. ex. Ryzen Threadripper which is a processor for servers and costs around 10k USD, or ex. A Nvidia 4090, which is available to the general public but it's a peak component. But if you want your own "super computer" you can grab a motherboard with a 2 graphics card selection and put the latest Ryzen treadripper, 2 4090s and 256gb of DDR5 or DDR6 RAM with the highest MHz. It doesn't have much use to the general public, since it's more powerful than the need of the general user.
